Previously Arrested For Incest, Former Iowa GOP Chair Busted For Stalking Daughter

A bizarre case has emerged out of Iowa that’s equal parts disturbing and nauseating. The former chairman of the Warren County Republicans has already been arrested on charges of incest, but he now has some more charges to deal with. As Inquisitr shares, he has been arrested for stalking his biological daughter as well.

Rick Halvorsen served from 2014 to 2017 as the GOP chair for the area, and he was arrested on May 11 for committing incest with his daughter. He entered a guilty plea for those charges, which stemmed from sex acts that were committed between June 1, 2016 and Oct. 30, 2016. Halvorsen was ordered to stay away from his daughter and was due to be sentenced later this year. He decided to completely disregard the order to stay away from his daughter, who has been acknowledged to be a victim in the case.

Halvorsen allegedly drove past his daughter’s place of employment, and the pair made eye contact. That led the daughter to take off with a friend, and he would follow the pair, who eventually wound up at the police station.

“Officer Brian Stern observed Halvorsen, who was accompanied by his wife, driving very slowly past the police station at least twice while his daughter was inside. Stern trailed the Halvorsens and then pulled them over,” Inquisitr reports. “They adamantly denied stalking the woman and claimed that they had been just driving around for two hours. Stern informed Rick that he was in violation of the no-contact order and that he had to take him into custody. But Halvorsen refused to go quietly.”

Another officer responded, and Halvorsen proceeded to get completely out of hand.

“Officer Jay Hackett arrived on the scene shortly after Stern made the stop to back him up. The officers ordered Halvorsen to get out of his car several times before he finally complied,” Inquisitr adds. “According to the police report, Rick was 'very verbally abusive,' extremely loud, and used profanity repeatedly as he insulted both officers. His rants started before he was arrested and continued for the duration of the trip to the station.”

“Halvorsen was very upset and stated that his daughter was a liar and that we were harassing him,” Stern wrote in the report.

Halvorsen was booked on the new charges, but he was released yet again. That prompted a simple question from author and mental health counselor Jeffrey Guterman.

“Rick Halvorsen, former chair of Warren County Republicans, pleaded guilty to incest & was arrested again last week for breaking no-contact order with daughter. He bailed out. Sentencing for incest charge is November 6. Why did judge allow him to bail out?” Guterman wrote on social media.

That’s an incredibly fair question of a curious decision. Halvorsen has already demonstrated that he’s going to disregard court orders as long as he’s out on the street. Why afford him another opportunity to do that? The hearing for the new charges has been bumped up to this month, and we can only hope he’ll be put away in the near future.
