Rachel Maddow Says Congress and Lack of Governance to Blame for Amtrak Crash (VIDEO)

Rachel Maddow says that Congress is to blame for the Amtrak crash in Philadelphia. After a 2008 crash in Los Angeles, Congress put into place a law that would require Amtrak to install positive train control as a safety measure, and gave Amtrak seven years to implement this with the deadline being the end of 2015. Maddow claims that had Congress pushed for this change to happen more quickly, these crashes would not have happened.
